Purchasing is responsible for the competitive procurement process for the Renfrew County District School Board (RCDSB).

Competitive procurement is the contractual acquisition (purchase or lease) by the RCDSB for assets of any kind, whether goods or services, enabling all qualified, responsible vendors to compete in a fair and open process. We aim to ensure impartiality and transparency throughout our procurement process.

Purchasing ensures that all required goods and/or services are acquired in a timely fashion, at the correct quantity, quality and price and are procured in a professional manner that adheres to Board Administrative Procedures, the Broader Public Sector Procurement Directive, the Ontario Education Act, the Broader Public Sector Expenses Directive, and all other legislated areas as they apply.

On April 1, 2011, the Ontario Government proclaimed the Broader Public Sector (BPS) Procurement and Expenses Directives.   Both of these directives apply to BPS organizations, including all Ontario School Boards.

Subsequent to the release of these Directives, the Ministry of Education has developed BPS Procurement Directive Training Modules for Ontario School Boards.  These Training Modules are a training tool for all school boards to assist in raising awareness of the Directive and to help staff and stakeholders understand their roles and responsibilities in effectively using public funds.

The Training Modules are customized for four (4) user groups:

  1. Governance and Senior Leadership

  2. Operations Staff

  3. School Administration Staff

  4. Teachers, Parents and Student Councils

Each user group is comprised of six (6) modules:

  1. BPS Accountability Act

  2. Competitive Procurement

  3. Procurement Evaluation

  4. Procurement Award

  5. Post Award & Contract Management

  6. Non-Competitive Procurement

To better understand your role in the procurement process and why the training modules were introduced, procurement training modules are available.  If you wish to review the training modules, please contact the Purchasing Department.
